This section provides guidance to programs on comprehensive risk counseling and services, condom distribution as a structural intervention, and the use of economic evaluation.

Comprehensive Risk Counseling and Services The purpose of this website is to provide information to CBOs and health departments that are or will be implementing CRCS (formerly known as Prevention Case Management or PCM) – an intensive, individual level, client-centered risk reduction intervention for people at high risk for HIV infection or transmission.

Condom Distribution Individual-level and group-level risk reduction interventions are effective in increasing condom use and reducing unprotected sex. These types of interventions, however, focus on an individual’s personal risk and do not address barriers beyond the individual, such as not having access to condoms.
