Noreen Qualls, DrPH, MSPH

Dr. Qualls has been with CDC since 1993 where she has worked in domestic HIV/AIDS, environmental health, TB elimination and control, and global HIV/AIDS. Most of her earlier work at CDC focused on conducting economic evaluations, particularly cost, cost-effectiveness, and decision analyses, of infectious disease programs; and on providing monitoring and evaluation technical assistance to global HIV/AIDS programs in China, Mozambique, and Thailand.
Since joining DGMQ in 2011, Dr. Qualls has lead CI-ICU’s Guidance Development and Communication Team. Over the past 5 ½ years, the team’s efforts have focused on updating the 2007 interim pre-pandemic planning guidance on community mitigation strategies; conducting formative research on nonpharmaceutical intervention (NPI) messages and materials; creating plain language, user friendly NPI communication and education materials (posters, checklists, fact sheets, and videos), including CDC’s NPI website (www.cdc.gov/npi); and developing a NPI 101 web-based training course for public health professionals.
Dr. Qualls has a BA degree in Political Science from Washington State University, and MSPH and DrPH degrees in Health Policy from the University of North Carolina at Chapel Hill.
