Cooperative Agreements to Improve the Health and Educational Outcomes of Young People
CDC supports 6 national nongovernmental organizations (NGOs) under PS13-1308 to provide capacity-building assistance to education and health agencies, community-based organizations, institutions of higher education, and other organizations to improve health and educational outcomes among children and adolescents.
Promoting Adolescent Health Through School-Based HIV/STD Prevention and School-Based Surveillance is intended to provide effective capacity building assistance to support sustainable initiatives in districts and schools that contribute to reductions in HIV/STD infections among adolescents, and reductions in disparities in HIV/STD infections experienced by specific adolescent sub-populations. NGOs funded under Strategy 3, Capacity Building Assistance for School-Based HIV/STD Prevention, are expected to provide capacity building assistance for education agencies on one of three approaches: exemplary sexual health education, school health services, and safe and supportive environments. NGOs funded under Strategy 4, School-Centered HIV/STD Prevention for Young Men Who Have Sex with Men (YMSM), are expected to implement multiple program activities to meet the HIV/STD prevention needs of YMSM based on jurisdictional data, and to develop strategic partnerships and collaborations between schools and community-based, mental health, and social services organizations to accomplish this work. Advocates for Youth (AFY)
Advocates for Youth receives funding from CDC’s Division of Adolescent and School Health to:
- Help state education agencies deliver exemplary sexual health education emphasizing HIV and other STD prevention (ESHE).
- Help local education agencies implement multiple program activities to meet the HIV/STD prevention needs of young men who have sex with men (YMSM) based on jurisdictional data, and to develop strategic partnerships and collaborations between schools and community-based, mental health, and social services organizations to accomplish this work.
American Psychological Association (APA)
American Psychological Association receives funding from CDC’s Division of Adolescent and School Health to help state education agencies establish safe and supportive environments for students and staff (SSE).

CDC also supports 4 national nongovernmental organizations (NGOs) under PS16-1603 to create national partnerships that have a vested interest in promoting efforts to reduce HIV, other STDs, and unintended pregnancy as well as reduce behaviors that contribute to health risks among our Nation’s adolescents.
Expanding Partnerships and Disseminating HIV Prevention Materials to Reduce HIV and other STDs among Adolescents through National Non-Governmental Organizations is intended to: (1) Increase collaboration between CDC and national education and public health partners to promote efforts to reduce HIV, other STDs, and unintended pregnancy as well as reduce behaviors that contribute to health risks among adolescents that reflect the CDC-developed approach to school-based programs; (2) increase community capacity to implement the CDC-developed school-based approaches for sexual health education, key sexual health services, and safe and supportive environments for reducing HIV infection and other STDs among adolescents; and (3) increase dissemination of CDC-develop school-based approaches for sexual health education, sexual health services, and safe supportive environments.
