Objective: Evaluate the effectiveness of both education and enforcement efforts related to the U.S. Environmental Protection Agency’s newly adopted Renovation, Repair, and Painting rule.

Abstract: The U.S. Environmental Protection Agency (EPA) recently announced its Renovation, Repair and Painting (RRP) rule, 73 Federal Register 78 (2008) (codified at 40 C.F.R. §745). The rule will become fully effective April 22, 2010. Because RRP jobs are currently under no regulations with respect to household lead—except for disclosure of hazards—the rule seeks to regulate RRP jobs in households with children or pregnant women to mitigate the potential for increased lead exposure. The rule will require a new set of standards and training of some contracted personnel engaging in RRP jobs that fall within certain specifications. TDEC will be responsible for raising awareness of, providing compliance assistance for, and enforcing U.S. EPA’s RRP rule. To prepare for enforcing this rule, TDEC will develop a public education and RRP laborer awareness plan, mechanisms for enforcing compliance with the rule, and a strategy to evaluate the effectiveness of both education and enforcement efforts.
