CDC Health Impact Assessment Funding

One of the ways the Healthy Community Design Initiative (HCDI) works to improve public health is by supporting the use of health impact assessment (HIA), a process that evaluates the potential health effects of a plan, project, or policy before it is implemented. Understanding the positive and negative health impacts can help communities, decision makers, and practitioners make choices that improve public health through community design. Since 2006, HCDI has funded or provided technical assistance to almost one-fourth of the more than 125 HIAs completed or under way in the United States to date—and we continue to do so.

One of HCDI’s main goals is to build capacity and improve the sustainability of HIA practice at the state and local levels. Below are three HCDI funding mechanisms to further this goal.

State and Local Cooperative Agreements

In 2011, HCDI awarded six recipients through a 3-year cooperative agreement titled Health Impact Assessment to Foster Healthy Community Design. Recipients improved the sustainability of HIA practice by conducting three HIAs a year and providing training and technical assistance on how proposed projects, policies, and decisions at the state and local level can impact community health. In 2014, HCDI awarded six recipients through a 3-year cooperative agreement titled Health Impact Assessment for Improved Community Design. Recipients conducted activities similar to those of the 2011 recipients, which aligned with the National Research Council’s recommended strategies to advance the practice of HIA.

Cooperative Agreements with the Association of State and Territorial Health Officials (ASTHO)

Since 2009, through financial support from HCDI, ASTHO has provided funding and technical assistance to more than 11 state and territorial health agencies to build their capacity to understand, conduct, and promote HIA. Learn about the ASTHO HIA projects supported by HCDI.

ASTHO is a national nonprofit organization representing public health agencies in the United States, U.S. Territories, and the District of Columbia, and the more than 120,000 public health professionals employed by these agencies.

Cooperative Agreements with the National Association of County and City Health Officials (NACCHO)

Since 2006, through financial support from HCDI, NACCHO has provided funding and technical assistance to more than 32 local health departments to build their capacity to understand, conduct, and promote HIA. Learn about the NACCHO HIA projects supported by HCDI.

NACCHO’s mission is to be a leader, partner, catalyst, and voice for local health departments to ensure conditions that promote health and equity, combat disease, and improve the quality and length of all lives. More than 2,800 local health departments across the United States are members of the nonprofit organization.
