2006 General Activities on Atomic Weapons Employer (AWE) Cases

DCAS will reconstruct radiation doses by evaluating all appropriate data relevant to which an individual worker or group of workers have been exposed, particularly when radiation monitoring data are unavailable, incomplete, or of poor quality. The data used for the dose reconstructions will be obtained through requests sent to DOE and data search and capture efforts.

DCAS along with Oak Ridge Associated Universities (ORAU), the contractor hired to support NIOSH's responsibilities under the Act, have been involved in data search and capture efforts. These efforts are being conducted at various DOE sites and federal and private records storage locations throughout the United States to retrieve radiation monitoring data needed to conduct dose reconstructions.

Fifty-two boxes of information were reviewed and 73 documents were retrieved for the General Atomics facility during this data capture effort.

West Valley Demonstration Project
West Valley, NY

Twenty-two boxes and four file cabinet drawers of information were reviewed for the West Valley Demonstration Project facility during this data capture effort. One hundred and two documents were retrieved containing information such as air sample logs, occurrence reports, and incident reports.

San Bruno Federal Records Center and National Archives and Records Administration (NARA)
San Bruno, CA

Dosimetry records spanning the years 1953-1958, air sample summaries, nasal swipe data, environmental reports, reactor progress reports, summaries of fuels and material development programs, and documents on research and development were retrieved during this data capture effort. Eighty-four boxes of information were reviewed and 96 documents were retrieved.

Twenty boxes of information were reviewed and 15 documents were retrieved such as weekly hand contamination records, environmental contamination records, and film meter exposure information.

During this data capture effort, 17 documents were retrieved for the Metals & Controls Corp. facility containing information such as radiological surveys, request for termination of nuclear license, health and safety manual, survey of buildings, and remediation of formal radioactive waste burial sites.

Nuclear Metals, Inc.
Concord, MA

Urinalysis, film badge data and reports, radiological surveys, and bioassay data were retrieved for the Nuclear Metals, Inc. facility during this data capture effort. Twenty-five boxes of information were reviewed and 97 documents were retrieved.

Extrusion Plant (Reactive Metals, Inc.)
Ashtabula, OH

Seventy-six documents were retrieved during this data capture trip. Quarterly dose reports, film badge radiation exposure reports, examples of external dosimetry, dosimetry data, and breathing zone and general air samples were retrieved.

Ten documents such as dose reports from 1958-1961, external radiation exposures, specifications of bioassay samples, and environmental monitoring data were retrieved during this data capture effort.

Memorandum of Understanding Between the U.S. Department of Health and Human Services and the U.S. Department of Energy

The Department of Health and Human Services (HHS) and DOE signed a Memorandum of Understanding (MOU) in Fiscal Year 2010. The MOU describes how the Agencies will work together to carry out their responsibilities under The Act and Executive Order 13179. Part of the agreement covers how HHS and DOE will coordinate data search and capture activities.
