Director - Reginald R. Mebane, MS

Reginald R. Mebane

Reginald R. Mebane, MS, is currently the director of the Office of Equal Employment Opportunity (OEEO). As director, Mr. Mebane is responsible for advising and counseling CDC’s Director on a variety of equal employment opportunity, diversity management, civil rights and human resources issues impacting the agency’s diverse workforce. He is also responsible for the design and direction of programs, policies and procedures based on rules, regulations, laws and Executive Orders governing equal opportunity, diversity management, civil rights, and human resources. He manages the development and implementation of CDC/ATSDR’s equal employment opportunity policies and procedures to effectively identify, correct and prevent systematic equal employment problems and resolve issues alleging class or institutional discrimination.

Mr. Mebane joined CDC in February 2005 as Chief Management Officer of CDC's Coordinating Center for Infectious Diseases (CCID). In this role, he had direct authority for the management of the estimated $4.0B CCID budget which included business operations, human capital, information technology, grants, facilities, and administrative services for the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention; National Center for Immunization and Respiratory Diseases; National Center for Preparedness, Detection, and Control of Infectious Diseases; and National Center for Zoonotic, Vector-Borne and Enteric Diseases. Under his leadership, CCID grew in size and scope to $7B, comprising over half the agency's programs, assets, people and EEO activities.

Prior to working at CDC, Mr. Mebane spent over 23 years at FedEx. After starting his career with the company in 1981, Mr. Mebane was promoted from dock worker, to manager, to the Director of International Operations. In 2001, Mr. Mebane moved to Buffalo, New York, to become the Chief Operating Officer for a $2.0B company that FedEx acquired.

In addition to his management duties, Mr. Mebane was the corporate lead for Diversity training from 1995 to 1997 and became part of the Fed Ex Leadership Institute where he taught leadership and management practices to FedEx employees from all parts of the company, both nationally and internationally.

Outside of his work at FedEx, Mr. Mebane has served on the faculty of both the University of Memphis and the University of Buffalo. He also worked as a psychiatric case manager and psychotherapist in Memphis during the de-institutionalization of the mentally ill and served as a case manager for six years. As a result of this experience, he later became Chairman of the Memphis Health, Education & Housing Finance Board (1994-2001). The restructuring of this board under his chairmanship is his legacy to Memphis in making housing affordable for people of moderate income.

Since joining CDC, Mr. Mebane has been very active relative to Diversity as a member of the CDC Diversity Executive Steering Committee, the Management Board, and the Executive Leadership Board. Mr. Mebane also remains active in community service as a proud member of Leadership Atlanta.

Deputy Director - Verdell Jordan, J.D.

Verdell Jordan, J.D. is the Deputy Director for the Office of Equal Employment Opportunity (OEEO). In her role, she is responsible for managing the day to day operations of the office. This includes instructing and advising a staff of 25 employees, ensuring that the CDC is meeting legal requirements, and keeping up to date on policies and procedures that may affect CDC. Jordan currently oversees the office’s five components: complaints and adjudication section, disability program, reasonable accommodations, alternative dispute resolution and affirmative employment. Jordan also advises management on legal challenges related to various equal employment issues.

Ms. Jordan began her career with the Department of Health and Human Services in 1994 as an attorney in the Office of General Counsel (OGC), Region IV, working on the Social Security Disability litigation team. She was promoted in 1995 to the General Law litigation team with duties covering personnel and employment law, equal employment complaints, contract, ethics and medical malpractice issues until 2012 when she accepted the position of became Deputy Director, OEEO.

A native of Columbia, South Carolina, Jordan received Bachelor’s and Master’s degrees from The University of South Carolina. She holds a Juris Doctorate degree from The Ohio State University Moritz College of Law. She is a licensed attorney in Ohio and Georgia. She also served at the Officer grade in the United States Army for three and a half years (1981-1985).

Disability Program and Reasonable Accommodations Manager - Darlo J. Koldenhoven

Darlo J. Koldenhoven

Darlo J. Koldenhoven is the Disability Program Manager for the Centers for Disease Control and Prevention (CDC). Darlo has over 25 years experience managing Vocational Rehabilitation Programs and began with the CDC on July 19, 2010. He brings a wealth of knowledge and experience that will be instrumental as we continue to move CDC forward in remaining the employer of choice.

Darlo was an Assistant Director with the Vocational Rehabilitation Program within Georgia Department of Labor, Atlanta, Georgia. He assumed that position in July 2005. In that position, he directed the internal administrative operation of the Vocational Rehabilitation Program including: Personnel funding, Contracts, Finance, Provider Standards, and the online rehabilitation case load database. He developed a strong business focus in the implementation of all vocational rehabilitation initiatives.

Prior to this, Darlo was a Rehabilitation Program Consultant for the United States Department of Education, Rehabilitation Services Administration, Atlanta, Georgia. In this position, he provided technical assistance and guidance to state agencies and other rehabilitation programs within Region IV in the interpretation and implementation of the Rehabilitation Act.

Darlo also served as a Vocational Program Consultant for the State of Wyoming, Department of Vocational Rehabilitation, Cheyenne, Wyoming. He planned, coordinated, consulted, and supervised the state’s Independent Living Programs. He also coordinated programs for Vocational Rehabilitation clients attending the University of Wyoming.

Darlo is a member of the Georgia Rehabilitation and National Rehabilitation Associations. He has written several professional publications and was an editor for the National Americans with Disabilities Act Curriculum for Region V Rehabilitation Continuing Education Program. He is extremely knowledgeable on how to implement an effective Disability Program. He has been a presenter on disability issues at numerous conferences and committees.

Darlo has a Master’s Degree in Rehabilitation Counseling from the University of Northern Colorado and a Bachelor’s Degree in Psychology from the University of Colorado. He was a Delegate for Colorado at the President’s White House Conference on Handicapped Individuals, Washington, D.C., 1977. He participated in the 1996 Olympic Torch Relay, Atlanta, GA, July 19, 1996 as a Community Hero Award recipient. He was a Commissioner on the Georgia Brain and Spinal Cord Injury Trust Fund Commission, Atlanta, GA, 2009.

Affirmative Employment Program Manager - Michael Radford, M.P.A.

Michael Radford

Michael Radford is the Equal Employment Opportunity Manager for the Office of Equal Employment Opportunity (OEEO). He joined the Centers for Disease Control and Prevention (CDC) in November 2007 and served as the Deputy Director, Office of Dispute Resolution and Equal Employment Opportunity Office.

Prior to joining CDC, Mr. Radford served in a variety of leadership position within the Department Of Defense. While employed with the Department of Defense, Civilian Personnel Management Service (CPMS), he served as the Director for Investigations; Regional Director, Mid-East Region; and, the Director, Alternative Dispute Resolution. He also worked for Headquarters Forces Command where he served as the Deputy Director for the Equal Employment Program. He also has extensive experience in the private sector where he has been a Personnel and Production Manager. He is also a certified mediator, investigator, and trainer.

Mr. Radford received his undergraduate degree from the University of Alabama and a Masters in Public Administration from Jacksonville State University. He has received numerous awards though out his Federal career including the Department of the Army Achievement Medal for Civilian Service.

Dispute Resolution Manager - Dana P. Williams, J.D.

Dana P. Williams

Dana Williams joined the Centers for Disease Control and Prevention (CDC) in February of 2008. She serves as the Dispute Resolution Manager in the Office of Equal Employment Opportunity, where she leads the Alternative Dispute Resolution Team. The team conducts mediation, facilitation and training for CDC/ATSDR staff. Ms. Williams is also the coordinator the Atlanta Federal Executive Board Shared Neutrals Program, which is housed at CDC.

Prior to joining CDC, Ms. Williams completed over 19 years of service at the U.S. Environmental Protection Agency (EPA) - Region 2, in NY, where, she served as the Equal Employment Opportunity Officer/Diversity Program Manager. Prior to that, she was a Legal Advisor in the Office of Regional Counsel. During her tenure at EPA, Ms. Williams received numerous awards, including the Gold Medal for Exceptional Service, eight Bronze Medals for Commendable Service and the Suzanne Olive National EEO Award.

Ms. Williams has developed and conducted numerous training courses in the subject areas of ADR and Conflict Resolution, Effective Communication, Trust in the Workplace, Team Building, Career Development, Sexual Harassment Prevention, Diversity, Equal Employment Opportunity, and Environmental Justice. She has also served as a Continuing Legal Education instructor. In keeping with her dedication to helping others, she also serves as a career counselor, coach and mentor.

Ms. Williams served a seven-year term as the Vice President of the New York/New Jersey Chapter of the Society for Labor and Employee Relations Professionals, and is a founding member of the New York Federal Executive Board’s Shared Neutrals Program. In 2004, she was elected to the position of Chairman of the Board of Directors of FedKids, Inc., which is the governing board of the federal childcare center in Manhattan.

An active member of her community, Ms. Williams serves on the PTA as Co-Vice President for Student Services and the Co-Chair of the Legislation Committee. Additionally, she serves on the Modification Committee of her subdivision. She is also an Alumni Admissions Correspondent for Skidmore College.

Ms. Williams received her Bachelor of Arts Degree from Skidmore College, where she completed a double major in Psychology and Spanish and a minor in Education. She received her Juris Doctorate from Hofstra University School of Law, and is admitted to the New Jersey State Bar, Federal District Court, and United States Supreme Court.
