Medical Epidemiologist, Division of Unintentional Injury Prevention, National Center for Injury Prevention and Control, CDC

Dr. Len Paulozzi is a medical epidemiologist in the Division of Unintentional Injury Prevention of the National Center for Injury Prevention and Control (NCIPC). His area of concentration is drug overdoses, especially those due to prescription drugs.

Dr. Paulozzi received his medical degree from The Ohio State University in 1979. He received a master’s degree in public health from the University of Washington in 1981. He is board certified in preventive medicine.

He began his career at CDC in the Epidemic Intelligence Service in 1983 as a field officer assigned to Washington State. He subsequently worked in the state health departments of Washington and Vermont for 10 years before returning to CDC. Dr. Paulozzi joined the NCIPC in 2000. Since 2005, he has been concentrating on the prescription drug overdose problem.

Director, Tennessee Controlled Substance Monitoring Database, Tennessee Department of Health

Dr. Andrew Holt is the director of the Tennessee Controlled Substance Monitoring Database, where he manages the operations and statistical analysis of the database. He completed his pre-professional curriculum at the University of Memphis and received his Doctor of Pharmacy degree from the University of Tennessee Health Science Center. He is a licensed pharmacist in Tennessee, Arkansas, and Mississippi and holds certifications in immunizations and medication therapy management from the American Pharmacists Association.

Before joining the Tennessee Department of Health in 2011, Dr. Holt worked as a pharmacy manager for Target and managed a floating pharmacist pool for the company’s Memphis and Nashville markets. He has also worked as a pharmacy manager for Walgreen’s and as a nuclear pharmacist for GE Healthcare in Memphis.

Dr. Holt is an assistant professor for the Department of Clinical Pharmacy at the University of Tennessee College of Pharmacy. He has held memberships in the American Pharmacists Association and the Tennessee Pharmacists Association. He has served as a member of the UT National Alumni Association Board of Governors and has held several positions, including a term as president of the Memphis-Shelby County Chapter of the UT Alumni Association Board of Directors. Dr. Holt is currently a member of the Alliance of States with Prescription Monitoring Programs’ Executive Committee and a member of NABP’s PMP Interconnect Steering Committee. He is also a member of the Tennessee Department of Health’s Chronic Pain Treatment Guideline Steering Committee and a section contributor.

Director, Bureau of Narcotic Enforcement, New York State Department of Health

Terence O’Leary currently serves as the director of the New York State Department of Health’s Bureau of Narcotic Enforcement (BNE). As the director of BNE, he is responsible for managing New York’s updated Prescription Monitoring Program Registry. He also oversees New York State’s Official Prescription Program, which has provided more than 1.47 billion forge-proof serialized prescription forms to practitioners since 2005. Terence supervises 19 investigators located in six regional offices, who annually conduct approximately 1,000 investigations into the violations of New York State’s Controlled Substance Act.

Terence previously served as an assistant district attorney in the New York County District Attorney’s Office from 2001 to 2011, where he was assigned to the Office of the Special Narcotics Prosecutor (OSNP) for the City of New York. While serving in the Special Narcotic’s Trial Bureau, he prosecuted hundreds of cases ranging from street-level narcotics dealers to mid-level distribution organizations. In 2006, he transferred to OSNP’s investigation bureau where he handled long-term investigations of major narcotics trafficking and money laundering organizations.

Terence earned a bachelor’s degree in history from Loyola University of Maryland in 1998 and a professional doctorate in law from Seton Hall University’s School of Law in 2001.
