About NMI Evaluation

Overview

The Council of State and Territorial Epidemiologists (CSTE), with technical assistance from CDC and the Association of Public Health Laboratories (APHL), is leading the effort to evaluate the implementation of the NNDSS Modernization Initiative (NMI).  The NMI Evaluation Workgroup, with members from CSTE, CDC, and APHL, has developed a plan and processes to evaluate many aspects of NMI. The evaluation will be conducted in a phased approach and refined throughout the entirety of NMI.

Currently, NMI evaluation is focused on assessing progress and identifying best practices and areas of improvement in the implementation of the initial six HL7 case notification messages in NMI pilot jurisdictions. These six are Generic v2, Hepatitis, STD, Congenital Syphilis, Mumps, and Pertussis.

Goals

The goals for the pilot phase of the NMI evaluation are the following:

1. Provide NMI leadership with information to guide decision making regarding technical assistance for jurisdictions.
2. Evaluate the utility of the tools and resources developed to implement HL7 case notification messages.
3. Determine the effectiveness of technical assistance provided to jurisdictions to implement HL7 case notification messages to refine and improve the process.
4. Identify the resources required to implement HL7 case notification messages.

The goals outlined above will offer several benefits, including:

• a better understanding of facilitators and barriers to NMI success;
• better assessment of progress being made at the jurisdictional level to implement NMI;
• improved efficiency in technical assistance and other service delivery;
• improved efficiency in the implementation of HL7 case notification messages by using lessons learned from the NMI pilot phases; and
• better understanding of how providing technical assistance to jurisdictions affects their capacity over time.

This initial phase of evaluation will focus on technical assistance to NMI pilot jurisdictions so that lessons learned can be applied in post-pilot jurisdictions and in subsequent iterations of HL7 case notification message implementation.
