Strategic Focus

CDC-Ukraine’s HIV/AIDS office was established in August 2010. The primary focus is developing the capacity of government and non-government institutions to respond to the AIDS epidemic by providing technical assistance to partners to implement large Global Fund grants.

Building Capacity
CDC intends to strengthen the capacity of the Ministry of Health in the following activity areas through cooperative agreements:

  1. Advancing the use of surveillance and program monitoring for data-driven programming
  2. Improving the national blood safety program
  3. Strengthening the HIV national reference laboratory and laboratory network, especially in quality management systems
  4. Enhancing antiretroviral therapy (ART) training capacity and HIV and tuberculosis (TB) detection and management

Key Activities and Accomplishments

HIV/TB
  • Through activities implemented by the Program for Appropriate Technology in Health in two Ukraine regions, HIV-TB mortality was decreased from 65% in 2011 to 34% in 2013. The decrease is linked to increased initiation of ART within eight weeks of diagnosis, from 3% in 2011 to 74% in 2013.
Strategic Information
  • CDC contributed to improved modeling of the Ukrainian epidemic using the SPECTRUM policy model and a modified Asian Epidemic Model.

  • CDC facilitated and funded assessments of blood safety and HIV laboratory systems which informed strategic planning at the national level.

  • 1,210 people were trained by CDC mechanisms in FY 2013 in data collection and analysis, laboratory methods, and clinical and operational aspects of HIV treatment.
