Strategic Focus

CDC supports the Ministry of Health (MOH) of Mali in HIV/sexually transmitted infections (STI) surveillance, prevention of mother-to-child transmission of HIV (PMTCT), early infant diagnosis (EID), laboratory capacity building, laboratory testing, laboratory quality control, national health policy development, and HIV/STI prevention and care for key and vulnerable populations (i.e., men who have sex with men (MSM), sex workers, and incarcerated populations).

Implementing Effective Prevention Programs
In partnership with the government of Mali and local non-governmental organizations (NGOs), CDC helps support prevention programs, including PMTCT programs and those that provide counseling and diagnostic STI and HIV services for commercial sex workers and their partners, MSM, and incarcerated populations.

Strengthening Surveillance and Epidemiology
CDC provides financial and technical assistance for national antenatal clinic surveys, formative assessments and bio-behavioral surveys for MSM and miner populations, and for capacity building of the MOH and local NGOs in monitoring and evaluation (M&E).

Expanding Care and Treatment Services
CDC supports the national HIV/STI program through training and development of guidelines for diagnosis and treatment. CDC supports the MOH and local NGOs to strengthen linkages to care and treatment.

Building High Quality Laboratories
CDC provides technical assistance to enhance the capacity of the National Public Health Research Institute through laboratory-based quality assurance control programs. CDC also supported the development of a national laboratory policy.

Key Activities and Accomplishments

Strategic Information and Laboratory Systems Support

In partnership with the MOH, CDC supported the following national HIV/STI surveillance activities:

Revision of the national HIV prevention indicators for key populations
Development of an M&E plan for key populations, for inclusion in the national strategic plan
Establishment of the district health information (DHI) system for effective data management
Development and implementation of decentralized blood transfusion activities, safe blood collection, and support to hospital-based blood banks

National Reference Laboratory Capacity Building

In partnership with the MOH, CDC supported the following laboratory capacity building activities:

Development and validation of a national laboratory policy document and five-year strategic plan
Training of laboratory staff and development of standardized procedures for the laboratory accreditation process
Ongoing decentralization and expansion of laboratory quality control capacity throughout the country via a cooperative agreement with the national laboratory
