摘要

大约80%的老年人患有至少一种慢性病,使他们在灾难来临时与健康人相比,处于弱势。这些慢性病,与伴随衰老发生的生理、感官和认知上的变化一起,使衰弱的老年人在紧急情况下有特殊的需要。公共卫生和紧急事务应变专业人员以及向老年人提供服务的专业人员的规划和协调,对于满足这些特殊需要至关重要。已经存在有几种工具和策略可以帮助上述专业人员在灾难发生时保护和协助老年人。包括让来自不同地点的专业人员在联合会中工作和培训、确保老年人的维权者参与全社区的备灾活动以及利用社区绘图数据来识别老年居民众多的区域。
