Elaine L. Baker

Elaine L. Baker has served as the Director of the Management Analysis and Services Office since October 2007. She has over 30 years of experience partnering with boards and executive leadership to establish policy, procedures and administrative management directives, aligned to ensure the achievement of strategic goals and regulatory compliance. Elaine currently has oversight of CDC’s Records Management and Federal Advisory Committee Management programs, the development of CDC’s operational policies, issuance of delegations of authority, and the establishment and abolishment of CDC organizational structures.

Before shifting to public health, Elaine had extensive private and public experience in the financial industry. She served as the Secretary to the Board and Associate Director of the Federal Housing Finance Board (Finance Board) (Washington DC), a financial regulatory agency with oversight of the $900 billion Federal Home Loan Bank System. While at the Finance Board, Elaine established the Office of the Executive Secretariat, developed agency-wide administrative and operational policies, and implemented several business processes, such as, the Board’s decision-making and rulemaking docket processes. Prior to federal service, Elaine had the unique opportunity to serve on a leadership team charged to stand up a de novo bank. She had responsibility for the development and implementation of the operational and financial infrastructure of the bank. Elaine’s accomplishments during the start-up phase led to her appointment as the bank’s Administrative and Operations Officer,

Elaine holds a Bachelor of Arts degree in Political Science from Purdue University, a Master of Public Health from the University of North Carolina, Chapel Hill, and a Doctorate of Law and Policy from Northeastern University, Boston, MA.
