Meaningful Use and The Merit-based Incentive Payment System

The National Health Care Surveys are working together with the EHR Incentive Programs, also known as Meaningful Use (MU), and The Merit-based Incentive Payment System (MIPS).

ALL Eligible Clinicians (EC), Eligible Professionals (EP), Eligible Hospitals (EH) and Critical Access Hospitals (CAH) can register their intent to submit data to the National Center for Health Statistics (NCHS).

Registration is free of charge.

Important Note: The National Health Care Surveys, unlike other Public Health reporting mechanisms, are sample based. At this time, only a relatively small number of clinicians or providers (ECs and EPs) or hospitals (EHs and CAHs) in the sample will be invited to submit additional survey data. However, all clinicians and providers remain in active engagement with NCHS even if they are not in the sample.

The National Health Care Surveys are nationally representative surveys of healthcare utilization across Hospitals, Provider/ Clinician Practices and Long-Term Care settings. The surveys are administered by the Division of Health Care Statistics (DHCS), NCHS, part of the Centers for Disease Control and Prevention (CDC).

Implementation Guide (HL-7)

HL-7 CDA® documents as described by the Implementation Guide for the National Health Care Surveys are the preferred format for submission of data and the format required for Stage 3 accreditation for this measure.  The Implementation Guide for the National Health Care Surveys is available through the HL7 Website.
