Overview of Notice of Funding Opportunity Announcement (NOFO): PS18-1801

Accelerating the Prevention and Control of HIV/AIDS, Viral Hepatitis, STDs, and TB in the U.S. – Affiliated Pacific Islands also known as the PS18-1801 Notice of Funding Opportunity (NOFO) is a 5-year cooperative agreement supported by the Centers for Disease Control and Prevention (CDC).

PS18-1801 is an integrated NOFO that supports the National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP) initiative, which encourages Program Collaboration and Service Integration. Building on the previous PS13-1301 NOFO, PS18-1801 promotes integrated HIV, Viral Hepatitis, STD and TB prevention and treatment services at the client level through enhanced collaboration and surveillance, strengthening health systems, and disease prevention and care.

Outcomes

There are five expected long-term outcomes:

  1. Improved efficient use  of resources through the integration of screening and treatment for HIV, STDs, TB, and Viral Hepatitis among persons with similar risk factors
  2. Reduced health disparities among residents of the USAPIs
  3. Improved health systems infrastructure and service delivery
  4. Reduced incidence of HIV, STDs, TB and Viral Hepatitis
  5. Increased viral suppression among persons diagnosed with HIV and/or Viral Hepatitis

Important Dates

Strategies

To achieve the long-term outcomes, applicants will be required to implement activities under four main strategies:

Strategy 1: Program Collaboration and Service Integration (PCSI)

  • Collaborate to implement integrated screening and testing
  • Integrate screening and testing of persons at risk for multiple diseases
  • Implement the 2011 NCHHSTP Data Security and Confidentiality Guidelines
  • Designate a full-time surveillance coordinator who oversees HIV, STD, TB and Viral Hepatitis surveillance activities

Strategy 2: Surveillance, Data Management, and Reporting

  • Collect, manage, and report surveillance and program data to CDC
  • Evaluate effectiveness of program activities
  • Implement a quality assurance process
  • Disseminate data and findings to drive public health action

Strategy 3: Health Systems Strengthening

  • Build public healthcare workforce capacity
  • Participate in CDC-sponsored training and technical assistance
  • Ensure availability of reliable and timely public health laboratory services and supplies

Strategy 4: Disease-Specific Prevention and Care

  • Conduct or facilitate prevention, screening, testing, linkage to care, treatment, and case management
  • Provide partner services and contact investigation

Funding

PS18-1801 is supported by the Division of HIV/AIDS Prevention, Division of Viral Hepatitis, Division of STD Prevention and the Division of TB Elimination, in NCHHSTP at CDC. In FY 2018, $3,900,000 million is anticipated to be awarded for Year 1 activities beginning January 2018, with up to six applicants expected to be funded. The total projected estimated funding for the entire 5-year project period is $19,500,000 million.

Eligibility

Applicant eligibility is unrestricted; however, applicants other than a Department/Ministry of Health are required to provide a memorandum of understanding specifying that the Department/Ministry of Health in the specific jurisdiction will provide (1) the applicant access to surveillance data and (2) will collaborate with the applicant on this NOFO to ensure complete data are submitted to CDC according to established guidelines and processes. Up to six applicants are expected to be funded under this NOFO, serving each of the jurisdictions in the list below.
