Funding Opportunity Announcement (FOA) PS13-1310: Human Immunodeficiency Virus (HIV) Prevention Projects for the Commonwealth of Puerto Rico and the United States Virgin Islands

Purpose

The purpose of the program is to support the development and implementation of high impact, comprehensive community-based HIV Prevention Programs to achieve maximum impact on reducing new HIV infections via provision of services to persons at high risk for transmitting and acquiring HIV in the Commonwealth of Puerto Rico and the U.S. Virgin Islands; increase the number of HIV positive persons in the Commonwealth of Puerto Rico and the U.S. Virgin Islands who are aware of their HIV status and linked to and re-engaged in care, treatment, and other essential support services; build the capacity of CDC-funded CBOs to support the delivery of scalable, cost-effective, and evidence based comprehensive community-based HIV Prevention Programs for persons at high risk for acquiring or transmitting HIV in the Commonwealth of Puerto Rico and the U.S. Virgin Islands; and promote collaboration and coordination of HIV prevention and care efforts among CBOs, health departments, and other service providers.

The Centers for Disease Control and Prevention awarded 8 CBOs cooperative agreements. The average award is $225,000. The funding period of the cooperative agreement is up to 2 years and is based on the availability of funds. The HIV Prevention Programs for this announcement are awarded in the following two categories:

• Category A: HIV Prevention Programs for the Commonwealth of Puerto Rico
• Category B: HIV Prevention Programs for the United States Virgin Islands

Awardees were funded to implement a Comprehensive and Innovative Client Centered HIV Prevention Program that consist of the following program components: 1) program promotion; 2) client recruitment; 3) addressing health disparities; 4) enhanced HIV testing; 5) strategies to support linkage, re-engagement, and retention in care; and 6) a combination of structural, behavioral, and/or biomedical interventions that supports maximum reach and optimal outcomes.

The purpose of the HIV Planning Guidance is to provide CDC grantees a blueprint for the HIV planning process and flexibility to design and implement a participatory HIV planning process. Capacity Building Assistance and Technical Assistance

Capacity Building Assistance (CBA) is the provision of information, technical assistance, technical consultation, training, or technology transfer for individuals and organizations to improve the delivery and effectiveness of HIV prevention services.

CDC funds multiple national and regional non-governmental organizations (CBA Providers) to deliver services that will build the capacity of HIV prevention CBOs.

To request Capacity Building Assistance, please first contact your Project Officer to discuss your CBA needs prior to entering the request using the CBA Request Information System (CRIS).
