Stacy Howard is the Associate Director of Policy for the Division of Laboratory Systems (DLS). She has over 25 years of combined experience in the areas of laboratory practice, public health policy and federal rulemaking. In her role, she is responsible for policy and issues management within DLS. She is also responsible for providing management support to the CDC Specimen Policy Board and guiding the development and revision of agency-wide operational policies pertaining sample and biorepository management.
Prior to joining DLS, she served as a Senior Policy Analyst in the Division of Global Migration and Quarantine, National Center for Emerging Zoonotic and Infectious Diseases. In this role, she focused on policy and regulatory actions to prevent the introduction, transmission and spread of communicable diseases into the United States.
Mrs. Howard has been devoted to improving laboratory practices both nationally and internationally. She began her career at CDC providing technical support to the Lipid Standardization Program. She also worked closely with partners, such as the World Health Organization (WHO), the Caribbean Epidemiology Centre (CAREC), and Zimbabwe’s National Quality Assurance Program (ZINQAP) to develop guidelines and standards, training products and programs aimed improving the quality of laboratory testing.
Mrs. Howard earned a Bachelor of Science in Medical Technology from Middle Tennessee State University and Meharry Medical College and is certified as a medical technologist by the American Society for Clinical Pathology.
