জলদস্যুতা

জলদস্যুতা বলতে সাধারনত সমুদ্রে সংঘঠিত ডাকাতি বা অপরাধমূলক কর্মকাণ্ডকে বোঝায়। এই পরিভাষাটি অবশ্য স্থলপথ, আকাশপথ বা অন্য কোন বড় জলবেষ্ঠিত অঞ্চলে বা সৈকতে সংঘঠিত অপরাধের ক্ষেত্রেও ব্যবহার হতে পারে। একই ভেসেলে (ছোট জাহাজ) ভ্রমণকারী এক ব্যক্তির বিরোদ্ধে অপর ব্যক্তির সংঘঠিত অপরাধমূলক কর্মকাণ্ড -এর আওতাভুক্ত নয় (যেমন, একই ভেসেলের এক ব্যক্তি অপর ব্যক্তির কাছ থেকে চুরি করলে।)। শব্দটি ঐতিহাসিকভাবে রাষ্ট্রীয় জল সীমানায় অন্য দেশের এজেন্ট (প্রাইভেটিয়ার) বা জলদস্যু কর্তৃক লুণ্ঠেনের জন্য প্রবেশ-এর ক্ষেত্রে ব্যবহার করা হয়েছে।

জলদস্যুতা গতানুগতিক আন্তর্জাতিক আইনের অধীনে একটি নির্দিষ্ট অপরাধের নাম এবং কিছু কিছু রাষ্ট্রে এটি পৌর আইনের অধীন একটি অপরাধের নাম। জলদস্যুতার মতই আরো একটি পরিভাষা হলো প্রাইভেটারিং, প্রাইভেটিয়াররা যুদ্ধকালীন সময়ে বা কৌশলগত কারণে রাষ্ট্র কর্তৃক নিয়োগপ্রাপ্ত হন এবং তার শুধুমাত্র শত্রু দেশের জাহাজই আক্রমণ ও লুট করতেন।[1] কিছু মিল থাকা স্বত্তেও জলদস্যুতা ও প্রাইভেটারিং পরিভাষা দুটি আলাদা।

জলদস্যুতা ঘটনায় নিয়োজিত ব্যক্তিদেরকে জলদস্যু বলা হয়ে থাকে। ঐতিহাসিকভাবে, অপরাধীদের সাধারণত সামরিক ব্যক্তিদের দ্বারা ধরা এবং সামরিক ট্রাইবুনালে বিচার করার চেষ্টা করা হয়েছে। একুশ শতকে আন্তর্জাতিক সম্প্রদায় জলদস্যুদের বিচারের সম্মুখীন করতে অনেক সমস্যার সম্মুখীন হয়।[2]
